(Construction) - 90333834 - Seattle, Oakland or Los Angeles role at Amtrak Summary of duties The Program Manager is responsible for delivery of large-scale moderate to high-risk programs, with multimillion-dollar cost impacts and a multi-year delivery schedule. The programs may encompass multiple projects, cross-departmental interfaces, multiple technologies, geographies and assets. Individuals in this role work independently with some indirect supervision from the Senior Program Manager and/or Portfolio Director. The role requires regular analytical and metrics-based reporting to other staff, Executive Committee, and stakeholders. Essential Functions Coordinate multiple project teams, vendors, force accounts and assets to ensure timely and cost-effective sequencing and execution of critical path milestones across inter-dependent projects Establish Program Governance and Controls structures to enable effective escalation and decision-making processes Cultivate collaborative partnership among stakeholders to enable scoping, financial and resource decisions Identify, document and elevate cross-organizational and vendor-driven dependencies and work with leadership and peers to develop and implement appropriate dependency management processes Identify and manage assessment of major changes to scope, schedule and budget through the appropriate governance approval mechanisms Mentor and coach matrixed team members and provide guidance on adherence to project management practices Contribute relevant data to support annual planning activities and sequence new work through the appropriate controls mechanisms Ensure that program financial performance and forecasting information is available and reportable for senior executives and regulators Identify and evaluate risks associated with program execution and develop and monitor mitigation plans Develop and maintain required program management documents and ensure that all projects follow Amtrak project management standards and applicable regulations Identify efficiencies and present improvement opportunities at various management levels Build relationships within Amtrak to understand business challenges and opportunities Establish program governance structures such as steering committees and change control boards, and manage program risk and quality processes Direct and supervise assigned project management, technical and operational resources to plan the program schedule within scope, budget and schedule constraints Identify, manage and mitigate inter-project and cross-organizational dependencies and risks by developing long-term goals and enabling executive escalation Develop, track and forecast annual budgets and operating plans Provide performance reports and analytics on program stakeholders Monitor and approve all budgeted program expenditures Ensure adherence to Amtrak Program Management methods and governance standards Minimum Qualifications Bachelor’s degree required, or equivalent combination of training, education and experience Strong project and program management skills in Construction, Civil Engineering or Railway industry Excellent communication and stakeholder management skills with focus on collaboration, teamwork, and customer service Ability to work effectively across teams with varying objectives Microsoft Office (Word, Excel, Outlook, Visio, PowerPoint, MS Project) Excellent written and verbal communication skills Ability to work effectively with internal and external stakeholders Valid driver’s license Preferred Qualifications 7-10 years of relevant experience Transportation industry background PMP certification Work Environment Combination of Office and field environment in Seattle, WA, Oakland, CA or Los Angeles, CA Position is subject to respond to emergencies in all weather conditions 24/7 Travel up to 50% Communications and Interpersonal Skills Must have excellent oral and written communication skills The salary/hourly range is $113,200-$146,664. Pay is based on several factors including education, work experience, certifications, internal equity, etc. Depending on worksite or location, Amtrak may consider a geo-pay differential. Amtrak may offer additional incentive and pay programs, including short-term incentives and long-term incentive plans.
